"The Our Lady of Victory Basilica and National Shrine, in Lackawanna, New York, was built from 1921 to 1926, and stands as a monument of one man's faith and devotion to the Blessed Virgin Mary. Msgr. Nelson Baker, also known as 'Padre of the Poor,' was well known in the Western New York area for his charitiable institutions for orphans and the poor. At the age of 79, Father Baker teamed up with Emile Uhlrich, a French born architect, to build a magnificent shrine. Soon after its completion Our Lady of Victory was officially designated the second minor basilica in the United States." -- Liner.
